This document outlines the background and principles underlying the proposal to create a new town, Avalon, on approximately 80 hectares of land at Victoria Flats, at the entrance to Gibbston Valley.

The purpose of this proposal is to set in place all the fundamentals necessary to create a town that effortlessly meets a number of the social and aesthetic imperatives that exist today in Queenstown and the wider Lakes District. Avalon represents a unique opportunity to create a most appropriately located township, within the QLDC region that fulfills a significant number of social needs and aspirations.

This document is intended to set out those underlying principles for discussion and consideration by all the immediate stakeholders.
