Metrocology was retained by the Ministry of Physical Development & Public Utilities to prepare a conceptual harbor redevelopment and tunnel crossing for downtown Castries, the Capitol of Saint Lucia. The harbor serves as port of call for a majority of freight, ferry and cruise ship operations for the Country. Capacities for all modes are constrained due to shoreline limitations, and the slow additions over the years to facilities without a plan for long term growth.

Congestion landside is significant. Downtown is constrained by topography and the harbor. The major north south road link on the Island passes through central Castries along the harbor with a less than direct routing, causing traffic delays.

Metrocology along with TAK assessed the port and the road network and prepared a strategy for relocating and expanding cruise and ferry operations, to enable more efficient freight handling, and proposed a cross harbor tunnel, with two options, to serve as a bypass for travel from south of the Island to the resorts north of Castries. Both options provided for significant inland redevelopment opportunities both for private business and public amenity. Option 2 uses excavated dirt from the tunneling to fill a shallow portion of the harbor directly adjacent to the downtown core, allowing for land reclamation and new development and housing opportunities to alleviate crowding.
