KLINE STEEL REDEVELOPMENT MASTER PLAN
Jerry Kline and Red Rock Developments
Metrocology developed a Master Plan and Development Program for theKline Steel Mill and SCANA surplus lands site in downtown Columbia SC.Located in the popular Vista Neighborhood, and adjacent to the Ed-VentureChildren’s Museum and the Museum of South Carolina the approximately 3.7acres represented a strategic infill project, connecting the two Museums byfilling in a gap along Gervais St. The nearby University of South Carolinacampus, and the State Government’s Capital complex, provide demand forhousing and retail, including long desired downtown grocery store.
Metrocology designed the master plan to include the adjoining Museums, and river walk that runs immediately to the west of both buildings. A largesurface parking lot was repurposed into a civic square and plaza providing afront door to the Museum complex, as well as more exposure to the Klineproperty fronting along the open space. The phased development wouldprovide parking for proposed development program as well as the twoMuseums. The plan provided two options, one with and one without agrocery store anchor.
