TownStudio retained Metrocology to help prepare a Comprehensive Plan for the City of Salem. Within the Plan, several areas were selected for Small Area Planning to illustrate to community residents and elected officials how the goals and objectives outlined by the Comprehensive Plan would translate into development on the ground.

Seven Small Area Plans were selected, each with different accessibility, income levels, density, and housing stock issues. Community workshops were held to show how policies, and investments called out by the Comprehensive Plan would enable improvements to infrastructure, housing variety, and job opportunities.
