Metrocology was retained by Thomas & Hutton to assist in developing a master plan, and urban regulating plan for property along the Cooper River in north Charleston. The land was formerly owned by the US Navy and has been identified as surplus to be sold.

Thomas and Hutton was hired to prepare a conceptual master plan and program for the site. The coastal location warranted the approach be resilient and respond to sea level rise. The Thomas and Hutton engineered a solution that responded to the challenges the development would face as water level rise increased the frequency of flooding. The urban design response was to elevate the land away from the shoreline and place open space amenities along it for use by residents. A floating stage anchors a large central lawn located at the central axis of an urban park system. The grade change was used to provide terraced slopes for viewing.

The central urban open space spine became the defining element around which the block structure was aligned, allowing for all streets to terminate on elements within the space itself and the waterfront. Connection to an adjoining park to the north was provided by a pedestrian bridge.

The regulating plan layers on top of the site plan to ensure the building architecture responds properly to the intent of the block and open space layout. Activated ground floor buildings, and architecturally significant building facades are called out so that the final development enables the vital, pedestrian oriented, civic realm proposed by the Master Plan.
